More Uganda Communications Commission, "Funding and Implementing Universal Access. Innovation and Experience from Uganda" Taking the case of Uganda, this book attempts to document the actual state of affairs with regard to ICTs in Africa. Uganda was one of the first African countries to liberalize the communications sector, which led to an explosion in access to mobile phones, the Internet and other advanced technologies. The country further developed a policy on universal access to set up a fund to support initiatives aiming to improve access to ICTs for poor and rural populations.
