More Die Linienschiffe der Deutschland-Klasse (Marine-Arsenal 45) By Siegfried Breyer War unter Kaiser Wilhelm I. der deutsche Flottenbau zurückhaltend, ja geradezu dilatorisch betrieben worden, so begann sich das nach der Inthronisation Wilhelms II. (1888) vehement zu ändern. Daß Wilhelm II. der Marine und dem Seewesen überhaupt sehr zugetan war, ist an seinem Engagement für sie deutlich geworden. Am Anfang seiner Regierungszeit entstanden • ab 1890 die vier "Panzerschiffe" der BRANDENBURG-Klasse, denen er höchstpersönlich seine Anschauungen aufprägte1 (10 0131, sechs 28 cm-Sk), • ab 1895 die fünf "Panzerschiffe I. Classe" der KAISER FRIEDRICH III,-Klasse (11 057 t, vier 24 cm-Sk), • ab 1899 die fünf Linienschiffe der WITTELSB ACH-Klasse (11 7741, vier 24 cm-Sk), und • ab 1901 die fünf Linienschiffe der BRAUNSCHWEIG-Klasse (13 2001, vier 28 cm-Sk). Insgesamt waren somit in knapp einem Jahrzehnt nicht weniger als 19 Linienschiffe auf Kiel gelegt worden - damit wurde der deutsche Seemachts- und Seegeltungsanspruch manifestiert. 1897 ernannte Wilhelm II. denAdmiralTirpitz zum Staatssekretär im Reichsmarineamt (RMA), der Führungsspitze der Kaiserlichen Marine (was de facto einer Ministerstellung gleich kam). Tirpitz setzte ein Jahr nach seinem Amtsantritt ein langfristiges Flottenbauprogramm durch; dieses schrieb sowohl den Sollbestand als auch die Indiensthaltungszeiten der schwimmenden Einheiten fest.
