More Uniformen der Armee Friedrich Wilhelms III By Klaus-Peter Merta Der preußische Staat hatte am ausgehenden 18. Jahrhundert im Großen und Ganzen noch jene Gestalt, die ihm König Friedrich Wilhelm I. (regierte von 1713 bis 1740) gegeben und über Jahrzehnte ausgeprägt hatte. Er hatte auch nach dem Tode des großen Königs im Jahre 1786 nichts vom friderizianischen Geist, verklärt durch den Ruhm und die Macht, die drei Schlesische Kriege diesem Staat brachten, eingebüßt. Die innere Verfassung des Landes schien in Ordnung zu sein. Nach außen galt Preußen als Großmacht, die sich auf eine der besten Armeen Europas stützen konnte. Von allen Ländern wurde die absolute Herrschaft des Königs am ausgeprägtesten aber auch effektivsten gehandhabt. Doch die Zeiten hatten sich infolge der Französischen Revolution und ihrer Auswirkungen gravierend verändert. Politik und auch soziale Belange erforderten in den absolutistischen Ländern ein grundlegendes Umdenken der Regierenden und Herrschenden. Die staatliche Verwaltung und das Justizwesen, die Wirtschafts- und die Außenpolitik'1' wie die Heeresverwaltung wurden noch so gehandhabt, wie es schon Friedrich II. tat. Sie waren noch immer auf die Denk-und Arbeitsweise dieses Königs zugeschnitten. Dank der neuen und frischen Verwaltungsstrukturen, die sein Vater vor 1740 geschaffen hatte, funktionierte der preußische Staat um die Mitte des Jahrhunderts vorbildlich. Die geistig rege und intelligente, wie auch äußerst arbeitsame Persönlichkeit Friedrichs II. bildete wie schon bei der seines Vaters die Garantie für das Intaktsein des Staates. Eine solche Garantie war nach dem Tode dieses Königs nicht mehr gegeben. Hinzu kam, daß grundlegende Reformen im bürgerlichen Sinne angesagt und im Vergleich zur Mitte des zu Ende gehenden Jahrhunderts die staatspolitischen Aufgaben weitaus differenzierter waren. Die Fläche des Territoriums wie auch die Bevölkerungszahl Preußens hatten sich verdoppelt, so daß sich das Land nicht mehr durch eine Person, die alles in der Hand hatte, kontrollieren und führen ließ. Die überkommenen Methoden und Strukturen der Staatsführung führten zwangsläufig zur Stagnation. Jeder Versuch auch nur einer Besserung der immer offenkundiger werdenden Gebrechen stieß auf den Widerstand der Repräsentanten des alten Regimes. Der preußische Staat ließ, so aufgeklärt er auch war, im Rahmen der festgelegten Ordnung keine wesentlichen, den politischen, wirtschaftlichen, sozialen und geistigen Anforderungen der Zeit entsprechenden Veränderungen mehr zu.
