More Strategic Public Personnel Administration: Building and Managing Human Capital for the 21st Century The history of public personnel administration is as old as human civilizations. Indeed, strategic public personnel administration has been in practice for at least 2500 years, if not longer, with planning, recruitment, and development of long-term career professional experts for key strategic positions in government and public administration leadership. This was evident in the planning for, and development of, political and administrative leadership elites as well as key professional experts in the ancient world-state Achaemenid Persian Empire that governed virtually the entire known world of the time. In building the historic structure of the palace city complex of Persepolis in the 5th century B.C. that employed hundreds of thousands of workers and technical professionals and engineers, educated women also played a major role as ompensation managers and supervisors many of whom also occupied key managerial positions in the huge bureaucracy.
