More Osprey Elite 020 - Inside the US Army While the personality of the US Army remained the same, the organisation of its higher levels of command and combat formations, and the internal structure of its units underwent major changes resulting from the 'Army of Excellence' program which originated in the early 1980s as the 'Division 86', and later 'Army 86' reorganisation programs. The 'AoE' went far beyond 'just another reorganisation'. Gordon L.
