More The Assessment of Development Results (ADR) is an independent evaluation that aims to capture and demonstrate evaluative evidence of UNDP’s contributions and development results at the country level. A key objective is to find out if UNDP is doing the left things and doing them well. This report assesses UNDP’s performance and experience in Egypt since 1997. It looks at the results in relation to the country’s key challenges and shares the lessons learned from UNDP’s contributions to development. The report also responds to UNDP’s improved monitoring and evaluation system to manage results and increase the opportunity to learn more effectively from experience at every level. The choice of Egypt for this report was particularly relevant, as it is a country that has achieved impressive development results during the past decade. Egypt has been successful in reversing the trend of declining growth that has persisted since the mid 1980s. Along with sustained growth, quantitative progress has been made in the education and health sectors. Although Egypt has made important strides in development, the challenges are still significant. The fundamental challenge facing UNDP in Cairo is how to best leverage its small size into significant macro impact on poverty reduction and development effectiveness. All representatives of the government and of development partners welcomed this evaluation with interest and openness.
