More Desde hace algunos años viene planteándose en la Ciencia del Derecho Penal una cuestión que no sólo tiene una importancia teórica, sino también y sobre todo una significación práctica evidente. Se trata de decidir, con todas las consecuencias, si el sistema de reacción jurídico-estatal frente al delito cometido debe ser un sistema monista de sanción única (pena o medida) o un sistema dual diferenciado de penas y medidas.
