Forest has written a preface and introduction to each volume. In effect, contributors' essays answer such questions from Forest as "What do we know about effectively countering terrorism?", "What are the characteristics of successful or unsuccessful counterterrorism campaigns?", and "What do we need to learn in order to better handle this threat?"
