Wie andere berühmte Flugzeuge des Zweiten Weltkrieges, z. B. Heinkel He 70 und He 111, verdanken die sechsmotorigen Flugboote Bv 222 und 238 ihre Entstehung einer Initiative der Deutschen Lufthansa. Die Technische Abteilung der Lufthansa stellte die Grundforderung für ein Großflugboot auf, das im Transatlantik-Luftverkehr eingesetzt werden sollte.

Diese Forderung ging an die Firmen Heinkel, Dornier und Blohm & Voss (früher Hamburger Flugzeugbau). Heinkel besaß große Erfahrung im Seeflugzeugbau, Dornier bei Flugbooten und Blohm & Voss hatte mit Ha 139 neue Wege im Seeflugzeugbau aufgezeigt. Dornier hatte mit der Do X von 1929 bereits gezeigt, wie man derartige "Flugschiffe" bauen konnte. Damals fehlten aber noch die dafür notwendigen Triebwerke. Heinkel glaubte, mit vier Motoren auskommen zu können und bot die He 120, später als He 220 bezeichnet, an. Dornier lehnte sich mit seinem Entwurf Do 20 an die Konstruktion der Do X an, wollte aber Doppelmotoren einbauen. Acht Dieselmotore sollten ihre Kraft auf vier Luftschrauben übertragen. Dr. Vogt, der Konstruktionschef von Blohm und Voss wollte von vornherein sechsmo torig bauen und dafür den zuverlässigen BMW 132 verwenden.
