Reflecting on the subject of ground-based air defenses, I amstruck by a number of observations. First, little attention continues to be given to this subject, despite its impact on air operations. Writers and readers concentrate on the offensive side of the story, most of all on the pilots and aircraft. Second, the emergence of stealth technology has changed the balance between air offense and defense—for the moment. That actually overstates the point, as the potency of SAMs was already in decline (as demonstrated by the Israelis in the 1982 Bekaa Valley operation) before stealth appeared in combat. Nevertheless, air dominance has shifted more toward the offense as this new technology—coupled with the rise of the United States as the sole world superpower—has ushered in a new era in air warfare. Clearly, the United States has massive technological superiority. A third factor is a cautionary one. Thecost of modern technology is immense and continues to grow, which translates in practical terms to far fewer airframes available for action. Therefore, the loss (or threat of loss) of only a few machines could affect how an air campaign is waged.
